Welcome to the Hanover High School Council blog.

On June 14, 1977, the Dresden Board of directors voted unanimously to support the system of governance body at Hanover High School known as The Council. The Council shall have the authority to act on all matter at Hanover High School not controlled by school board, state policy, and administrative regulations. The Council is the governing body of Hanover High School.

[Mod] Welcome back from the break!
[Curric] We are splitting up today by committee to discuss the restitution plan. If you have any additional comments or remarks email kelsey.smith@dresden.us or visit the Curric meetings.
[Admin] We are working on the Skip Bean Award.
[SL] We talked about the Atrium Cleanliness Motion. We are also moving ahead with the Golden Ticket Motion.
[SA] We are working on the Winter Carnival. Sign-ups are a week after mid-terms.
[Mr. Campbell] We email out CG announcements to all staff––we could extend that to students as well.
3. Restitution Plan Discussion

  • Committees met to discuss and provide feedback on the Restitution Plan.
4. Scheduling Committee Nominations & Vote

  • Congratulations to B Sachsse, Jack Siegel, and Matt Finlayson for being voted onto the Scheduling Committee.
5. DSB Meetings Bylaw Revision

  • Motion I move to add to the Bylaws under Article 6, a new point A that reads: Council meetings take precedence over class. I then move to add sub-point i. which will read: Including but not limited to Council Meetings with the entire body and Dresden School Board Sub-Committee Meetings.
  • I’m bringing this is because we have talked about how Council takes precedence over class and other curricular matters, yet nowhere in the Bylaws is this stated. I think this ambiguity confuses teachers as to the validity of Council when missing class.  There are no procedures when missing class for DSB Sub-Committees, so I think it’s something worth investigating. I am open to amendments.
  • Questions:
    • Is this just for Council members?
      • Yes.
    • Why is it Sub-Committees and not just Committees?
      • I meant Ad hoc committees when I said Sub-Committees. I would entertain a motion to amend the wording.
    • Has this ever been an issue?
      • Often times students outside of committees who want to bring a motion to Council can’t get out of class Friday 4th period because there are no procedures in the Bylaws to cover missing class for Council. I’ve also had personal experience while trying to miss class for a Dresden Ad hoc Committee.
  • Debate:
    • Amendment I move to amend the motion to read: I move to add to the Bylaws under Article 6, a new point A that reads: For Council members, all Council and Council-related meetings take precedence over class.
    • I think point i is superfluous. The new motion will take care of all Council related meetings, including DSB and DSB Committee meetings.
    • Debate:
      • “For Council members” is not necessary since the Bylaws only cover Council members anyways.
      • This is a simple solution to a simple problem. I don’t think there should be any controversy over this amendment.
      • The way it is worded now makes it sound like we could miss class for Council committees, such as Student Life or OEC. We should make sure there’s no confusion.

Council Minutes 2/1/13

[Mod] Brendan and I talked  to Mr. Campbell about the Broadside allocation––it looks like the budget is already set for this year. So we will put the Broadside in the budget two years from now. For next year we can do some Council fundraising or use some funds from the English department. Also, if you haven’t spoken up now is a good time to become active in the discussions because we really want to hear from everyone.  
[A-mod] Could you talk to your common grounds about how the Long-Weekend Homework Motion is progressing? We would like your feedback.
[PR] I have updated the facebook by adding all the leadership positions.
[Admin] We have a Bylaw Notification. Regarding Class Committee attendance, there’s a contradiction in the wording, with a membership being determined by an attendance of at least 25% as well as 50%. We want to change it say: Since there  are no longer elections for Class Committee, any student can sign up, but he or she must sustain steady involvement in the meetings in order to be considered a member.
[SL] We talked about the Atrium Cleanliness Motion.
[OEC] We talked about the Jcomm Election Motion and we are still looking into it. We will get more opinions and bring it back shortly.
[SA] We are doing sign ups for Winter Carnival.
[Mr. Campbell] You will have noticed that there are a few more safety measures in place, mainly the locked doors with the exception of the front. There are a couple other measures which have been proposed for the long term. At some point I will reach out to Council for representation on these committees when they do meet. Some proposals for this year have been reinforced windows and outside surveillance cameras. For the long term future we are looking at a student id swipe system to open doors.
[Jack] I have a Bylaw Notification regarding Jcomm. I want to change the Jcomm vote from unanimous to majority.

3. Frisbee Money Allocation
Motion: I move to allocate $350 to the Ultimate Frisbee Club.
We are not funded by the school. Money goes toward tournament costs, which can get up to $375. This year we want to host a Hanover Invitational, which would require a $1000 cover cost to use the fields. We do a lot of fundraising and use our parents for transportation. We overcharge for our jerseys and play for free at Huntley Meadows.  

  • After this allocation the Co-Curricular Fund will have $1,260.25
Motion passes.
4. Environmental Club Presentation
The environmental club showed a video regarding composting. They are proposing the idea to “Adopt a Bucket” so that students would  be responsible for emptying the compost buckets from  the classrooms at the end of the day. The buckets would be emptied in the red bin in the Atrium. For further information or to see the video, contact the Environmental Club. (Wiley Little and Chris Washington)
