Welcome to the Hanover High School Council blog.

On June 14, 1977, the Dresden Board of directors voted unanimously to support the system of governance body at Hanover High School known as The Council. The Council shall have the authority to act on all matter at Hanover High School not controlled by school board, state policy, and administrative regulations. The Council is the governing body of Hanover High School.

[Mod] Please follow through on Dorak (Do random acts of kindness) to show Council’s support during exams!
[Treas] We will be bringing a money allocation today from the Broadside.
[Curric] We are working on the Restitution Pilot Program.
[Admin] Thanks for the nice MLK! It went well.
3. Money Allocation
Motion I move to allocate $700 from the Co-curricular fund to the Broadside.

  • We need a plan for next year.
  • Fundraising is not feasible. We can’t make up the funds.
  • Have you looked at advertising, grants, or donations?
  • We should support the Broadside. They do a lot of work to publish our school paper.
  • Melanie and Brendan will talk to Mr. Campbell about a plan for next year for the Broadside.

4. Jcomm Motion
Motion I move that the Judiciary Committee be composed of elected officials of the general student body.

  • You may run for Council as well as JCOMM.
  • Elections will take place during council elections in the spring.
  • JCOMM candidates will also have to campaign i.e. Nomination papers, posters etc...
  • There will be two members from each grade as well as two staff members.
  • The student body will not choose the chair, instead council as a body will vote for the JCOMM chair.
  • It is recommended, but not required that the chair be a member of Council.
  • Members must be re-elected every year if they choose to run again.
    • Questions:
      • Does it need to be a body of Council?
      • Is it a standing committee?

Council Minutes 1/11/13
1. Approval of Minutes

[Amod] We talked about the jurisdiction motion with Mr. Campbell regarding the X period. We will discuss it more and hopefully bring the X-day Motion to the staff to discuss.
[PR] I know it's a hectic time but try to get here on time.
[Admin] We are getting all set for the MLK assembly.
[SL] We met and discussed how we are going to bring the Atrium Cleanliness Motion today as well as creating the first Golden Ticket list. We also discussed potential questions for the SL survey that we do every year.
[HIst] We will be meeting in the near future.
[Tech] We are looking at new projectors and how they work wirelessly with the iPads. We demonstrated a whiteboard app that would enable the iPad to become a pseudo smart board. It's a lot cheaper to get an iPad and an apple tv to work with the projector than have the smart board set up. We also discussed how to unify teachers with technology, especially Edmodo. If you have any input talk to Eleanor.
[B] The broadside last year was given $1000 by Council to keep it afloat, but the Broadside is in a transition period and information got lost. Now the Broadside is out of money and they still need to print issues, including the senior issue. In the near future they will be looking for a money allocation.
[Liesel] Hanover's Got Talent will be on Feb, 8-9th.
3. DSB Bylaw Revision
  • Motion I move to add to the Bylaws under Article 6, a new point A that reads: Council meetings take precedence over class. I then move to add sub-point i. which will read: Including but not limited to Council Meetings with the entire body and Dresden School Board Sub-Committee Meetings.

  • Amendment I move to add the Bylaws under Article 6, a new point A that reads: For Council members, all Council related meetings take precedence over class.
  • We discussed this in exec. We recommend to fail the amendment so Henry can bring a new one.

  • Amendment I move to amend the motion to read the following: I move to add to the Bylaws under Article 6, a new point A that reads: Council meetings consisting of the entire body take precedence over class.
  • Last meeting the logistics of the motion became confused. There was also ambiguity on whether Council committee meetings took precedence over class. Regarding issues with going to DSB committee meetings during school, we figured it could be dealt with on an individual basis.
  • Questions:
    • Does this motion cover any Dresden meetings?
      • No. They will be dealt with on an individual basis.
    • Does precedence mean that you get an extension on the work missed in class?
      • No. This motion doesn't change the rule of Council meetings. There is no Bylaw rule regarding missing class for Council, so we are making it a formal rule.

  • Discussion:
    • This motion recognizes the responsibility a Council member holds and gives credit to the student leadership.

4. Atrium Cleanliness Motion
  • Motion I move to instate the Atrium Cleanliness Motion proposed by the Economics class.
  • This motion is a point-system method to keeping the Atrium clean of trash. Grades would be assigned a certain number of tables that they are responsible for. At the end of each day a points would be given to each grade depending on how clean their area is. Gained points would go toward Winter Carnival.
  • Student Life is recommending to fail this motion. We are worried about certain aspects of the motion and its effectiveness. We hope to scrap this and come up with a different solution to the same problem.
  • Questions:
    • Did the Economics group meet with you to discuss this?
      • They met with us but didn't have the solution to the problem in the plan.
    • Why are you recommending to fail this?
      • The main problem was that they hoped to assign tables and they had a number of tables that weren't equivalent. Their solution was a formula to create a weighted system, yet there was no system for that. The plan also encourages divisions between the grades.
    • Are you recommending to fail this because of the principle of the idea or because of the logistics?
      • I would say both. We are hoping to re-evaluate this problem. Some points of the plan are useful so we will take what we can and create a new solution. We don't want implement it as a plan because we think that some aspects would not work.
    • Was Winter Carnival on board with this plan?
      • It was never brought to Student Activities.

3. Restorative Justice Presentation (notes cited from presentation)
What is it?
  • Restitution is a process of restoration for injury or loss. When thoughtfully implemented, restitution: identifies and addresses the cause of the problem, focuses on solutions––not punishments, decreases the chances of the problem reoccurring, allows students to reflect on their decisions, encourages students to use their mistakes as learning opportunities, and restores relationships between students and their community.
  • School consequences are imposed and external. Restitution is chosen and internal.
What does it do?
  • Goal: to encourage students to reflect on who they are as person, what their values are, and how their actions affect themselves and others. We want to reduce humiliation and restore dignity.
  • Restitution is about self-betterment; by providing an option for constructive engagement (restitution), we hope to achieve long-term health for students and the community.
What’s the process?
  1. The Dean of Students informs the offender of the restitution pathway
  2. The offender determines whether he/she wishes to go through with restitution (the offender must also suffer appropriate baseline punishment as determined by the Code of Conduct).
  3. If the offender takes the restorative pathway, the Dean of Students may use his discretion to reduce punishment if an offense is not explicitly covered by the Code of Conduct.
  4. The exact nature of the restitution is determined by the Reparative Panel.
What is the Reparative Panel? (tentative)
  • A facilitator (maybe rep of Jcomm) mediates a meeting of the two parties, the Dean of Students, Student Assistance Counselor, two trained students, two trained teachers, a trained community member, and the caring community.
Key Details:
  • Restitution is not confidential: people who have a stake are a part of the process (the offender, victim, facilitator, caring community: friends, parents, team-members, coach).
  • The Restorative Panel’s meetings are not public, although the Reparative Panel may determine that, as part of the restitution process, the offender must make amends to the larger community.
  • Restitution goes on the student’s transcript (in addition to the offense).

Case Studies
  • Academic Effects:
    • Rockford, IL: Students scored an average of 20% better on academic tests.
    • Eau Claire, WI: Average GPA of senior class went up 0.3 points.
  • Behavioral Effects:
    • Grady Brown, NC: 35% decrease in discipline incidents.
    • Orchard School: 50% decrease in discipline incidents.
    • Fairfax, VT: 30% decrease in incidents on school bus.
Questions:
  • How will we encourage students to participate in restitution initially? How do we spark interest?
    • Restitution is a self-fulfilling method to restore dignity and repair relationships. That’s an incentive. Also restitution will be marked on a student’s transcript. It might be a slow start-up but after a few we think it will catch on.
  • Who will be in the Reparative Panel?
    • It’s tentative and will vary depending on the case. See notes above.
