Welcome to the Hanover High School Council blog.

On June 14, 1977, the Dresden Board of directors voted unanimously to support the system of governance body at Hanover High School known as The Council. The Council shall have the authority to act on all matter at Hanover High School not controlled by school board, state policy, and administrative regulations. The Council is the governing body of Hanover High School.

The minutes are posted every week and can be found below.

Council Minutes 5/25/2012

    • [Mod]: I’m really excited about the new year! Today we will talk about committee sign-ups.
    • [A-mod]: There is a council picnic next friday, June 1st, at 6:00pm at Huntley Meadows.
    • [DSB]: At the last DSB meeting new council leadership was introduced. After the DSB talked about curriculum ideas and goals going forward.
    • [Sec]: Junior, Sophomore, and Staff Alternates can vote.
    • [PR]: We have 115 likes on FB, 780 kids in school. We now have 13 followers on twitter. Please spread the word about council.
    • [Mrs. Addante]: The DSB commends you on trying to get the word out about council. The Hanover School Board has posted a notice on communication; if you live in Hanover please encourage your parents to respond to that survey.
  3. Committee Sign-ups
    • [Admin]: We focus on the MLK assembly, and work as a “general purpose” committee. This year we worked on the Test Preparation Motion.
    • [Curric]: Mainly worked on the universal Code of Conduct; Will be working on Restitution plan that Dmitry brought.
    • [SA]: We organized Quidditch and Winter Carnival. SL also works with Spirit Club, club activities, and budgeting.
    • [OEC]: Ensures the functioning of council; responsible for new/tuition student elections in the fall and council elections in the spring.
    • [SL]: Focuses on improving the student life at Hanover. Worked on the Freshman Off-Campus Motion, Vending Machines in the caf, Common Ground Switch Motion, and getting a new microwave in the caf.
  4. Class Committee Bylaw Revision
    • Motion: I move to strike Letter (A. Elections) in the bylaws under Article 8: Class Committees.
      • [Ms. Eakin] I’ve had dedicated people on Class Committee who haven’t been re-elected. I want anyone that will help. The current elections have no accountability, so I see no point.
      • Clarifying Questions:
        • Why do we have elections for Class Committee members in the first place?
    -Class committee reps act as representatives of class to council. The communication between council and class is important
        • Debate:
          • It’s the people who care about what they are doing that get the work done. There have been elected members that don’t come, and this system has no accountability.
    Debate Closes.
               Motion Passes.
      • Motion: I move to make the Class Committee Election Bylaw Revision to go into effect immediately.
        • [Mme. Doyle]: It’s impractical to wait a year to change a broken system just because of technicalities. The people who have done the work should
    be recognized.
      • Debate:
        • Council Liaison could be the go-to person, or people could just go to class committee meetings.
        • [Ms. Gillespie]: I don’t intend to veto this motion. Although to discount the election of the new Class Committee members might not sit well.
        • Currently people are discouraged to participate if they aren’t elected. There might be some unrest, but it’s for the greater good.
        • Take this year to honor elected members, but also have a better system to recognize active participants.
        • [PR] I can make a memo to explain the motion.

      • Bylaw Notification: Change Article 8, letter (C. Structure) to read: Committee members will appoint a chair, a vice chair, a treasurer, and a secretary for their Class Committee.
    [Henry]: There’s no structure so far.

  • [Treas]: Club advisors can pick up funding request sheets and turn them in ASAP.
  • [DSB]: We have a meeting next Tuesday.
  • [Admin]: We’re looking at the outcome of passed motions, we’ll be meeting next week.
  •  [Curric]: We’re going to make sure Dmitry meets with the new committee to make sure that restitution flows smoothly next year.
  • [SA]: Senior pizza party for Winter Carnival went well today.

·      Motion: I move to allow teachers to bring their animals to school on Fridays.
o   [Dmitry]: It would be a nice change to see animals around school, this is a serious issue that is worth talking about.
·      Clarifying Questions:
o   Have you done research concerning potential regulations?
§  Yes, I have not found any regulations so far.
o   What inspired this?
§  I have seen this in other schools, this issue is worth considering.
o   Is there a rule in place that currently bans bringing pets to work?
§  It is frowned upon (health code, etc.)
o   Is this good for the animals?
§  Not sure.

Council Minutes 4/27/2012

    • [A-Mod]: We talked to middle school students yesterday, speeches and elections will be this coming Wednesday. We also need better Exec attendance Wednesday mornings.
    • [Treas]: Club budget forms will be coming out soon, so please meet with club advisors to determine how much money they'd like to request.
    • [DSB]: We talked about emergency evacuations and looked at a couple surveys and NECAP results. The IEP improvement requirements were not met, simply due to a minimal number of test-takers.
    • [OEC]: ELections are today, please vote!
    • [SA]: Senior pizza party will be May 11th.
    • [Exec]: There's a great turnout at elections. Some faculty may be concerned that students who are on the ballot were working at the table - we tried to get seniors and faculty members first, but we had to fill in spots with other Council members.
    • [Ben]: Mrs. Stallman and Mrs. Finlayson are looking for 6 Junior volunteers to help out at the June 10th Baccalaureate service.
      4.     Tom Hanlon Cup Nominations/Elections
      • Nominations: Dmitry Steesy, Ben Stallman, Jennie Frishtick, Margaret Caldwell, Deb Gillespie, Maureen Doyle, Ian Smith (Dean of Students), Ford Daley, Bill Hammond.
      • Recipient selected, will be announced at the underclassmen awards ceremony.
      5.     DSB Meeting Attendance Motion
      • Debate:
        • There are many other ways to get involved, we should broaden this motion so that it achieves the same goals in a different way.
        • Maybe this shouldn't be a requirement, but many a public attendance list could be made available as more of a 'reward.'
        • This is a great way to make sure the bylaw requirements are fulfilled.
        • Going to a committee meeting may be too brief and doesn't really go with the spirit of the motion.
        • This could be a hardship and might prevent some people from participating in Council.
        • This is already in the bylaws, this policy just reinforces them.
      • Motion: I move to amend the motion to read: Council members would be ineligible for reelection if they do not attend at least one DSB meeting, participate in a DSB committee, or make alternative arrangements with the DSB rep.
        • [Rachel]: This gives more options.
      • Clarifying Questions:
        • Would the Council member have to be a member of a DSB committee or just attend one meeting?
          • If they chose this option, they would have to be a member.
      • Debate:

      Motion (amendment) passes.
      • MotionI move to amend the motion to read: Council members would be ineligible for reelection if they do not attend at least one DSB meeting, participate in a DSB committee meeting, or make alternative arrangements with the DSB rep.
          • [Dmitry]: Participating in a committee could be strenuous, and many times attending just one committee meeting would be sufficient.
          • The word participate is a better choice, because it depends - it may take one meeting, it may take a whole year of meetings. The Council member should be honest.
          • Using the word puts too much burden on the DSB Rep.
