Welcome to the Hanover High School Council blog.

On June 14, 1977, the Dresden Board of directors voted unanimously to support the system of governance body at Hanover High School known as The Council. The Council shall have the authority to act on all matter at Hanover High School not controlled by school board, state policy, and administrative regulations. The Council is the governing body of Hanover High School.

The minutes are posted every week and can be found below.

COUNCIL ELECTIONS 2011

COUNCIL UPDATE:
Council Elections are coming up! The election process begins following the Council Kick-off Assembly, and then the schedule is as follows:

Friday, April 1: Nomination papers due

Monday, April 4: Posters due, speeches (Day 1)

Tuesday, April 5: Speeches (Day 2)

Tuesday, April 12: Election Day!

Friday, April 15: Election results announced

1.     Approval of Minutes
2.     Reports:
·      [Treasurer]: Dealt with senior pizza party funds.
·      [Secretary]: Staff alternate can vote.
·      [DSB]: The budget passed!
·      [Exec]: Just wanted to reassure Council that we’re talking about the right topics, we can keep doing what we’re doing.
·      [Mr. Smith]: There are always going to be people who resent student interference with staff, we all have different opinions – that’s good! It might get a little messy, but our school is special and we’re doing important work.
·      [Admin]: Working on the Skip Bean nominations.
·      [Curric]: Started a Google group, discussing the role of Council in the school – how we have democratic components, but we aren’t completely democratic, Co-Curricular Code notification for next week.
·      [OEC]: We made the elections calendar — elections on April 12th.
·      [SA]: The senior pizza party on March 18th, looking at Winter Carnival for next year.
·      [COI]: Ms. Patten gave a presentation on technology, cleared up 20% motion – Foreign Language dept. still discussing it.
·      [SSC]: The candidate we chose declined for personal reasons, so the search continues.
·      [Ms. Stevenson]: What’s going on with the 20% motion?
                       o   Passed, must be acted on
                       o   Ms. Gillespie accepts, vetoes, or asks for more time
-       If vetoed, then we can override it or bring a new motion
                       o   Staff doesn’t have the right to not look at a motion, can speak w/ Ms. Gillespie about her decision
                       o   If we step outside our jurisdiction, we can have a debate about that with the DSB and community members

·      Motion: I move to move agenda item 3 to after item 5.

4.     Guidance Counselor Evaluation Motion
·      [OEC]: We met with Megan and the Guidance Dept. and made changes with their help and approval. This is our next draft.
·      Major Changes
                       o   Added specificity
                       o   Changed scale of answers
                       o   Covering all post-high school plans
                       o   Removed “Freshmen Counselor” questions
                       o   Goal to help Guidance Dept get the answers/feedback they needed
·      Motion: I move to adopt and implement the Guidance Counselor Evaluation.

5.     Plastic Water Bottle Motion
·      Motion: I move to eliminate the vending and/or selling of plastic water bottles on the HHS campus.
                       o   [Katie + Molly Zegans]: In anticipation of Earth Day as well as general environmental practicality, we should discourage the use of plastic water bottles since there is perfectly fine tap water in the school. It’s a waste of energy, plastic, and water to create them. The cafe won’t lose any money if this is implemented.
·      Questions/Clarifications
                       o   This would apply to vending machines
                       o   Does this apply to flavored water or Vitamin Water?
·      Discussion
                       o   Great! Let’s do it!
                       o   Changes the school culture in a positive way
                       o   What about sports after school? What if you forget your water bottle?
                       o   Sports on the fields don’t have access to water fountains
                       o   Athletes expected to bring equipment, water bottles count too
                       o   We should give students the choice, be responsible
                       o   Concessions @ sports games sell water bottles
                       o   Fans can use water fountains or buy other drinks
                       o   This is a no-brainer! Bottled water is a total scam
                       o   How will we keep people from going to the CO-OP for water?
                       o   We need an education plan for after year one

Council Minutes 2/11/11

1.     Approval of Minutes
2.     Reports:
·      [Secretary]: Staff, Freshmen, Sophomore, and Junior alternate can vote.
·      [DSB]: Melissa Herman (community parent) – looking for someone to encourage students to vote for the budget to pass.
·      [Curric]: Only one person sent us feedback on co-curricular code, please let us know what you think!
·      [OEC]: We talked about the Guidance counselor evaluation, meeting with Guidance Department the week after break.
·      [SL]: We looked into Common Ground history.
·      [SA]: Winter Carnival today!
·      [COI]: We talked about the HHS exit survey, having no field trips in the 1st/last weeks of semester. Great job Rachel as the Council rep! J
·      [SSC]: We have a finalist and hope to announce the results soon.

3.     Visitors Motion
·      Motion: I move that any student wishing to have a visitor attend classes with them must complete a flamingo form (see document).
                       o   [Admin]: This only applies to shadowing students/parents, not alumni.
·      Clarifications
                       o   Any other visitors would still need to check into the office and get a visitor’s pass
                       o   Mr. Smith approves of this form
                       o   Does not apply to large groups i.e. foreign exchange programs, new student field trips
                       o   Hope to make this available online
                       o   Works similarly to a goldenrod form

4.     J-Comm. Bylaws
·      Motion: I move to update the J-Comm. Bylaws.
                       o   [Matt]:  Our judicial system needs to model our democratic values, under current bylaws, due process isn’t guaranteed.
·      Discussion
                       o   Motion: I move to postpone this motion until next week.

5.     Community Service Discussion
·      Focus question: Should community service be a graduation requirement?
                       o   It’s not a current requirement, just strong recommendation
                       o   We can’t make students do community service
                       o   Does forcing students to participate ruin the spirit?
                       o   Forcing students takes away the fun for students who volunteer willingly
                       o   There’s so many opportunities at this school – wouldn’t be that hard
                       o   Community service is helping people regardless of student’s attitude
                       o   16 hours is such a small amount over 4 years
                       o   People continue volunteering because of a good experience – don’t ruin it
                       o   Having this would fit with our mission statement
                       o   This requirement is imprisoning, might send the wrong message
                       o   Establishes good habits
                       o   We need to make the official part easier – then possible
